So I was pondering about beacons after me and Quiet got one.
And I was thinking of setting up a beacon at a mob spawner however that would be classified as an advantage, I was wondering if it could be clarified whether they were illegal or not considering the trouble to get the beacons.

Having the beacon near by is completely fine. What we are referring to by advantages is blocks blocking there way, them taking fire/fall damage before reaching you, or them just being pushed back by water as they try to walk to you, stuff like that. If beacons were to fall under this rule it would mean potions and enchanted items would have to as well since after all the beacon is just giving you potion effects. :3

Yeah otherwise armour, weapons and potions would be illegal

So are you able to just summon the wither? I have 3 skulls and am curious about how this works.

I would recommend the roof of the nether if you're sure that you have strong enough gear to kill it without being killed. That way there's nothing to blow up or fall into.

You can summon the wither in the nether or the mining world, both work.

I think everyone would say they shouldn't be illegal
