A cool looking mountain with all the dirt missing

This is a bit different then normal posts here. About 150 blocks away from my house a guy decided he wanted to live on top of a mountain and for whatever reason he stripped all the dirt of the mountain. It looks really weird and I was wanted to fix it. The person who owned this was "sqerlinatr" and he was perm banned yesterday. I don't want this to be destroyed or anything, I just want permission to fix it up and make it look nice. Also If I am granted permission to renovate this area would an admin remove the locked chest for me?
